Unlocking cell phones

Bods, Laker Fan, WayOutWest,

If any of you are still around, what is the goods on unlocking cell phones.
I don't want an Apple 5s 64GM iPhone, however i can get one at what I'm told is a steal at $399.
Ok great, can i give it away or hawk it on ebay?
It would need to be unlocked.

Or, since it's part of an ATT deal, could i give it away or sell it to someone who in turn has or would get an ATT plan?
ATT customer service is holding the company line that they will not unlock it until a contract is over.  I did not ask about if another ATT person obtains the phone.

Person tells me these little stores in the mall will unlock it for 20 bucks but i dunno.....
I'm told Congress just accepted a payoff to make unlocking illegal for the near future.
The scam phone corporations are allegedly working on a plan to agree to unlock each others, but I'm sure that will be only after they have soaked a customer for two years of service.

From a purely tech standpoint, can they be unlocked without ATT-Apples meddling?
