Actually Portland payroll for this year is just less of $61,000,000 and Miami's is nearly $64,000,000.
With regard to Paul Allen, I go back to what I said before. There is a difference between profit and positive cash flow, and the cash flow situation is better than the profit situation, but the Blazers are certainly generating a negative cash flow.
As far as what got them to where they are, I am sure that Allen and the Blazers know what caused their present mess. I think they would be drawing much better today if they had a better team. At the same time, if they hadn't had all of their malcontents before I don't believe attendance would have fallen as far as it has with this present bad team. In other words, the fans were turned off by the problem children, and they see no reason to come watch a bad team now. If they hadn't had all the problem children before then I think the fans would have been much more loyal to today's team. So to win the fans back they have to put a team on the floor that the fans can support, and a team that wins. That is going to take a few years.
As far as what Allen is looking for, he is looking to get the state to help buy the arena, using low interest muni bond rates, which will cause the debt load to be much less than the revenue generated by suites, concession, parking and premium seating. At that point the Blazers will have a chance to increase their cash flow dramatically.
