Lurker please post the exact quotes from the article that support your claim that Duncan was talking about "this year" only.

I sure hope that California can use the stimulus money to improve the teaching of reading comprehension. It would be a real shame to have another whole generation of Californians who cannot understand a simple 4 sentence passage.
